We are seeking a Technical Project Development Manager experienced in either/both

natural gas thermal and/or renewable energy to support development, construction and operations of

new power projects in Mexico.

This role will report to the Director of Development, Mexico, and support development and

acquisition of thermal and renewable projects in Mexico. Oversight and direction will also be provided by

the Technical Director - LatAm as required.

In this role, the Technical Project Development Manager will manage various technical activities in support

of project development and acquisition, due diligence, project investment approval, site selection and

preparation, and will facilitate the project transition from development to construction and operation.

 

Key Accountabilities

 

This role works with the business development team for LatAm, VP Construction and

construction team, VP Engineering and engineering team, and other project team members to

lead aspects of business/project development or support the team as required in:

 

• Prospecting for new project opportunities;

• Evaluation of project sites and technical assessment of land procurement;

• Assessment of natural gas, wind or solar resource;

• Management of all required permitting processes, environment and health and safety

requirements, including relationship with related authorities, agencies and

municipalities;

• Management of social and community stakeholder engagement and issue resolution;

• Management of all required regulatory processes to obtain project interconnection;

• Evaluation and recommendation of the conceptual configuration, design features,

electrical interconnection and performance working with engineering team;

• Development of project technical scope documents in consultation with engineering team;

• Support of engineering team in the selection and specification of major

equipment;

• Estimation of development capital and operating costs for project proforma in consultation with engineering, construction and operations teams;

• Support for selection of EPC contractor and negotiation of EPC contracts;

• Support the assessment of O&M requirements and negotiation of O&M contracts in

consultation with operations team;

• Manage execution of supporting technical studies by third parties during project development;

 

Education, Experience and Core Competencies

 

• Engineering degree, with a preference for mechanical or electrical engineering, and

professional engineering designation;

• Minimum of 5 years of direct and proven experience in either thermal and/or renewable

power development, either in the design and engineering of renewable power projects or

in related implementation and construction;

• Proven infrastructure project management experience in Mexico or Latin America, with a strong

preference for power plant experience;

• Strong understanding and experience in the process from land acquisition to permitting, through

to construction, implementation and operations;

• Strong understanding and experience in the regulatory process for project interconnections in

Mexico;

• Working understanding of project economic valuation and analytics;

• Working knowledge of contract and agreement language pertaining to equipment supply and

project construction;

• Working knowledge of environmental and regulatory permit compliance, regulatory restrictions

and application to renewable energy projects;

• Strong project management skills, with a broad understanding of planning and scheduling,

progress reporting, contracting terms, issues and change management, etc.;

• Good understanding of project cost management and control and related components of project

finances (interest during construction, letters of credit etc.);
